2002 Cost to Complete Estimate Background

The completion of the Appalachian Development Highway system (ADHS) is currently being funded through Federal fiscal year 2003 from the Highway Trust Fund (HTF).  The 2002 estimate will be used to determine the additional funding needs to complete the ADHS and also be used as the basis for apportioning funds to the Appalachian States.

Purpose of the Estimate

The significance of the estimate can not be underestimated.  The estimate will contribute significantly in the drafting of continuing legislative support and will be utilized for such purposes by Congress, FHWA and ARC.  Also, the estimate will be the basis for establishing apportionment factors for distributing funds to the Appalachian States based on the ADHS system construction needs.

-       State’s narrative describing major changes from the 1997 cost estimate.

-         FHWA division’s narrative report.

Cut off date for all eligible ADHS funds not in an obligation status as of this cut off date.


December 15, 2001

Draft copies of the Cost Estimate submitted to the FHWA Division Office and FHWA Headquarters.



April 1, 2002

States submit 2002 Cost to Complete Estimate to the FHWA Division Office (Printed & Electronic) for submission to FHWA Headquarters prior to April 1, 2002.


July 30, 2002

Final 2002 Cost to Complete Report and narrative provided to FHWA Headquarters and ARC.

September 30, 2002

Cost Estimate Report to Congress.
